Anyone can call themselves a “study abroad expert.” In Bangladesh, there is no government law that prevents an unqualified person from setting up a consultancy and charging students for advice.
This is why international certifications exist. There are two you should specifically look for:
ICEF Certification (International Consultants for Education and Fairs) is a globally recognised quality mark for education agents. ICEF-certified consultants go through a rigorous vetting process and are held to strict ethical standards. Very few consultancies in Bangladesh hold this accreditation.
British Council Certification is awarded to consultancies that meet the British Council’s quality requirements for advising students on UK education. It is not given automatically — it requires assessment, training, and continuous compliance.

Ask about their international presence — not just their Dhaka office
A consultancy that only exists in Bangladesh is advising you about countries they may only know from websites and brochures.

Investigate their visa success claim — then question it
“99% visa success rate.” You’ll see this on almost every consultancy website in Bangladesh.
Here is something important to understand: this number is almost always unverifiable. No official body tracks and publishes visa approval rates by consultancy. Any agency can write any number on their website.
What you can investigate is the quality of their testimonials. Not the polished ones on their homepage — those are curated. Look at their Facebook reviews. Search their name on Google. Ask them for the contact details of three recent students you can speak to directly.
Red flags in reviews:
- Many reviews that all sound identical
- Reviews that only mention the counsellor’s name, not specific outcomes
- A large number of reviews with no dates, all posted within a short period
- Defensive or dismissive responses from the agency when students post negative experiences
Green flags:
- Detailed, specific reviews from named students about real countries and universities
- Reviews that discuss the process, not just the result
- Reviews from students who experienced challenges — and how the consultancy helped resolve them

Watch out for these six red flags
Even before you meet a counsellor, these warning signs should make you walk away:
“Guaranteed visa” promises. No consultancy on earth can guarantee a visa. The decision belongs entirely to the embassy. Any consultant who guarantees an outcome is either dishonest or misinformed — either way, not someone you want managing your application.
Pressure to decide immediately. Legitimate consultancies give you time to research, compare, and decide. High-pressure tactics (“this intake closes tomorrow,” “we only have 2 spots left”) are sales tactics, not student-centered guidance.
Recommending universities you’ve never heard of and can’t find information on. Some consultancies receive higher commissions from certain universities. A counsellor who is more excited about a university’s commission than its ranking or suitability for your profile is not working in your interest.
Vague answers about fees. Ask upfront: “What fees will I pay you, and when?” Ethical consultancies are transparent. Service charges, if any, should be clear from the first meeting. Watch for hidden fees that appear only later in the process.
No written documentation. Every commitment a consultancy makes — the university they’re applying to, the programme, the intake, the fees — should be in writing. If they resist putting things in writing, that tells you everything.
Discouraging you from speaking to other consultancies. A confident, ethical consultancy has nothing to fear from comparison. If a counsellor tells you not to speak to others, ask yourself why.
Understand who they actually work with — not just who they claim to
Every consultancy in Bangladesh has a list of “partner universities” on their website. What this actually means varies enormously.
Some consultancies are official representatives — they have signed agreements with universities, attend their recruitment events, and have a direct relationship with admissions teams. When something goes wrong with your application, they can pick up the phone and speak to someone who knows them.
Others simply submit applications through a third-party platform. They have no deeper relationship with the university than you would have applying yourself.
Ask directly: “Are you an official representative of this university?” For universities in the UK, Canada, and Australia, you can often verify this yourself — universities publish their lists of authorised agents on their websites.
